Declan Kelly has lost his board seat at the campaign group Global Citizen and ceded some of his responsibilities as head of the PR strategy company Teneo after allegations of drunken misconduct at a fundraising concert.

Mr Kelly, a brother of Labour Party leader Alan Kelly, served as then Secretary of State Hillary Clinton’s envoy to Northern Ireland during President Obama’s administration.

Five people briefed on the matter said Kelly behaved inappropriately at a party on May 2 linked to the high-profile concert put on by Global Citizen. It was chaired by Prince Harry and Meghan Markle and featured artists including Jennifer Lopez.

Two of these people and one person with direct knowledge claimed that the inappropriate behaviour included the non-consensual touching of a number of women.

“At a large cocktail party that evening attended by dozens of people including Global Citizen board members and guests, Mr Kelly became inebriated and behaved inappropriately towards some women and men at the event,” said a spokesperson for Kelly, who added that he “deeply regrets his actions” and had apologised to those he had offended.

The Garda Commissioner is to appear before the Policing Authority at 3pm to explain the failure of gardaí to properly respond to 999 emergency calls for assistance in 2019 and 2020.

An internal inquiry led by an Assistant Commissioner into the handling of these priority calls has found that in hundreds of cases gardaí cancelled calls before there was an appropriate policing response.

The inquiry which is ongoing is focussed on domestic violence calls

Drew Harris has acknowledged that there was a practice of cancelling calls, which meant people seeking help from An Garda Síochána did not receive the policing service they should have.

Social Democrats Housing Spokesperson Cian O’Callaghan said:

“Paying €1.25m, when the annual rent roll for that property will be nearly €50,000, means the investor makes a healthy return. They will secure a yield of nearly 4pc a year on their investment – which is a much better return than can be found almost anywhere else in the world at the moment.

“It is also a much safer bet than most investments – because the State guarantees this rent roll for 25 years. Instead of building its own social and affordable housing, the Government is reliant on the private market to supply homes. It is doing long-leasing deals with private developers and investment funds, which is the reason they are snapping up any meagre housing supply that comes on the market.
